Resort Development

Management Plan Requirements

A management plan is a detailed plan used in the allocation by direct application process. It sets out the type, location and scheduling of the planned recreation and real estate development that is to occur as part of a proposed all seasons resort.

A management plan provides technical and management information necessary to support the sustainable development of the resort. A resort management plan is used to assess the suitability of a land use decision under the direct application process.

The content of a management plan will vary depending on the type and scale of the proposed development, but will generally include the following:

  • Executive summary.
  • Project overview.
  • Site and community description.
  • Description of recreation infrastructure, services and amenities.
  • Type and description of overnight accommodations (public, commercial and employee).
  • Servicing and utilities.
  • Construction schedule and costs.
  • Economic benefits (construction and operation jobs).
  • Business and financial viability assessment.
  • Marketing projections and plans.
  • Maps and site development plans.
  • Inventory of environmental, cultural and natural resource values.
  • Mitigation strategies to address identified values and existing interests.

The scope and detail of the management plan will be determined in more detail at the pre-application meeting that is part of the direct application process. For more information, see the All Seasons Resorts Guidelines.
