Master Plan Requirements
A resort master plan is a detailed plan that is
part of the allocation by proposal process. It
describes in detail how development of a resort
area will go ahead.
A master plan is a detailed refinement of the
concept plans that are submitted as part of a
formal proposal, including technical and
management information needed to support the
sustainable development of the resort. A resort
master plan is a key part of the terms and
conditions of a master development agreement. It
should include:

A description of the project’s vision.

A discussion of the project’s goals and
objectives.

A detailed site inventory and analysis.

Presentation of resort concepts.

A presentation of resort plans, designs and
supporting documentation.

A detailed implementation strategy.
-
A study of the project’s economic feasibility.

Indication of the proponent’s financial
capability to see the project through to
completion.
A resort master plan is completed once a formal
resort proposal has been approved and an interim
agreement between the branch and the proponent
has been signed. The interim agreement sets out
the terms and conditions for its preparation and
approval. A resort master plan will be reviewed to make
sure all environmental, cultural, social and
economic considerations are appropriately
addressed. The branch’s referral and
consultation procedures, along with the results
of any
Environmental Assessment Act review, are
used to determine whether the master plan is
approved or not. Approval of the master plan represents the
